The OPTN policy development process includes solicitation of public feedback, called Public Comment, on policy and bylaw proposals before they are submitted to the U.S. Department of Health and Human Services (HHS) for review and consideration. Public input on proposed policy is an essential part of the policy development process.
Policy proposals approved by the Board of Directors are widely distributed for public comment prior to final policy implementation. The distribution list currently includes:
- a broad cross-section of the transplant community
- transplant professionals
- health policy analysts

- patients
- government officials
- interested individuals from the general public
